I always pick smoker with veteran. Cigarettes are only found in packs of 20. I have to actually drop cigarettes because I wasn't paying attention and ended up with 200 of them. They do have weight. Check bars and gas stations in addition to zombie corpses. My biggest challenge is keeping lighters and matches around, because those run out too.
